I would like to translate my school transcripts from French into English but the fees related to that service are so high that i’m obliged to look for some help (free) for that.
Can someone point me to some free help either online or here in the D.C area where I live ?

Try online, there are free translating sites available, see below or look at Google Translate. Although not that accurate, it would be better to ask a person who speaks French. e.g a friend, teacher, colleague.
