Is it true that French people insist you on speaking French rather than speaking English in France?

I have a friend who is studying in France. She is new to the country and does not speak much of the language. She finds it difficult to survive otherwise she struggles for the home language-French. The people don’t tolerate with foreigners especially in terms of communications. They prefer to converse in French and if you didn’t, it is suggested that you get a mini pocket French dictionary for you everyday, everywhere you go.
